Executive Vice President for State Campaigns & Programs
About the Role
Over the last five years, attacks on our democracy have intensified. Deliberate barriers to voting, intimidation of election workers, and the erosion of public confidence in our elections have become central tactics in a sustained attempt to seize — and hold onto — power. In the face of these relentless attacks, All Voting is Local and its affiliate organization, All Voting is Local Action, are leaders in the nonpartisan fight to protect our democracy by expanding access to the ballot at the state and local level.
We seek a dynamic, battle-tested leader to lead our campaigns and programs across our eight states – the heart of All Voting is Local’s work.
The Executive Vice President for State Campaigns & Programs will lead, expand, and scale state programs that expand access to voting, and that build a multiracial, accessible, and equitable democracy. Campaigns vary from rapid response efforts that raise awareness, to long-term programs that seek structural changes that bring all Americans into our democracy. The EVP for States Campaigns & Programs will also drive the development of cross-state efforts, leveraging learnings and innovating across our states to scale meaningful change for voters.
While not required to reside in the Washington DC area, this role is preferably based in the Washington DC area with periodic in office time.

You’re a seasoned people leader who can coach, motivate, and support a high-performing, distributed team. You are open to travel — because the heart of All Voting’s work is in the states.

As a multi-state organization with a national presence and resources, we build connections between state and national advocacy groups so that local voices and perspectives inform the national conversation around voter access.
All Voting is Local’s (c)4 affiliate, All Voting is Local Action, advocates for policies and legislative priorities that expand voter access and prevent partisan interference in our elections.
All Voting is Local and All Voting is Local Action are on the ground in Arizona, Florida, Georgia, Michigan, Nevada, Ohio, Pennsylvania, and Wisconsin. During the 2024 cycle, All Voting programs expanded access for over 13 million voters.
Duties and Responsibilities
Programs and Campaigns
- Lead the development of short and long-term programs and campaigns with an eye towards state-level innovation and execution.
- Build an approach to assess and scale/replicate effective state-based strategies across multiple states or nationally.
- Ensure the organization remains on the leading edge of the field — guiding internal learning, skill-building, and programmatic alignment on emerging threats and opportunities in elections and voter access.
Coalition Leadership and Stakeholder Engagement
- Serve as a key organizational representative to nonpartisan pro-democracy coalitions, partnering with national organizations on state strategies and ensuring state strategies influence and inform national efforts.
- With the Executive Director, develop and hold relationships with multistate and national allies, key stakeholders, funders, and leaders.
- Represent All Voting is Local in public forums and strategic spaces focused on voting rights and elections at the state level.
Organizational Leadership
- Ensure deep alignment with the EVP for Communications, EVP for Policy & Analytics, Chief of Staff, and Chief Operating Officer in developing and advancing shared strategic goals, driving the execution of core objectives, and fostering a collaborative culture in line with the organization’s values.
- With the EVP for Policy & Analytics, serve as a thought leader on state trends, key threats, policy opportunities, and strategic moments across the organization’s eight states.
- Model transparent, inclusive, equity-driven leadership and foster a high-performing and collaborative team culture rooted in creativity, trust, and accountability.
Team Management and Development
- Manage and support a team of 30 staff across multiple states, including two direct reports.
- Build strong internal relationships across our state teams, facilitating collaboration and leveraging learnings and expertise.
- Foster a high-performing, collaborative, and inclusive team culture rooted in clarity, trust, and accountability.
Minimum Requirements and Skills
- At least 15 years of experience in programmatic, advocacy, campaign, or government leadership, ideally at a state or national level.
- Knowledge of elections, voter access issues, or the pro-democracy space.
- Demonstrated success managing teams, budgets, and complex strategies in fast-paced, dynamic environments.
- Experience designing and scaling campaigns and/or programs nationally or across multiple geographies.
- Strong interpersonal skills and a proven ability to build and maintain relationships with diverse internal and external stakeholders.
- Willingness to travel.
Desired Qualifications
- Bachelor’s degree or equivalent work experience.
- Experience working in a remote or distributed organization.
- Previous experience as part of an executive or C-suite team.

The salary range for this position is $181,000 - $199,000. All Voting offers a comprehensive benefits package, including:
