About the Role:

Over the last five years, attacks on our democracy have intensified. Deliberate barriers to voting, intimidation of election workers, and the erosion of public confidence in our elections have become central tactics in a sustained attempt to seize — and hold onto — power. In the face of these relentless attacks, All Voting is Local and its affiliate organization, All Voting is Local Action, are leaders in the nonpartisan fight to protect our democracy by expanding access to the ballot at the state and local level.

All Voting seeks a Compliance Counsel who will be responsible for ensuring programmatic compliance for All Voting is Local (AVL) a 501(c)(3) and All Voting is Local Action (AVLA) 501(c)(4). This role will be critical in the risk management of both All Voting and All Voting is Local Action by effectively gathering and critically assessing key information while collaborating with leadership and staff to provide compliance guidance that protects the organization from risk.

All Voting is Local works year-round with our partners to prevent partisan interference in our elections, advance fair and inclusive rules on voter registration, and remove barriers that make it more difficult for people to vote – particularly for Black, Brown, Native American, and other historically marginalized communities. As a multi-state organization with a national presence and resources, we build connections between state and national advocacy groups so that local voices and perspectives inform the national conversation around voter access. 

 

All Voting is Local’s (c)4 affiliate, All Voting is Local Action, advocates for policies and legislative priorities that expand voter access and prevent partisan interference in our elections.

 

All Voting is Local and All Voting is Local Action are on the ground in Arizona, Florida, Georgia, Michigan, Nevada, Ohio, Pennsylvania, and Wisconsin. During the 2024 cycle, All Voting programs expanded access for over 13 million voters.

 

Duties and Responsibilities:

  • Identify and understand legal compliance regulations applicable to All Voting and AVL Action, specifically in their work and advocacy activities related to election administration and election policy advocacy, including federal and state laws and regulations that apply to lobbying, political activity, and ballot measure activity.
  • Advise and ensure leadership and staff are aware of compliance requirements and actual or potential compliance issues, and work with them to meet legal and organizational standards.
  • Establish and maintain standard operating procedures related to compliance including hosting and executing trainings for staff and  overseeing relevant federal, state and local lobbying and campaign finance registrations and filings. 
  • Review, draft, edit, and provide compliance recommendations on organizational strategy, and any external facing communication (i.e. public statements, social media, press releases).
  • Provide thought leadership and partnership to leadership and stakeholders to critically assess and implement compliance matters and solutions. 
  • Oversee compliance with state and local regulations related to lobbying, campaign finance, and electoral engagement. 
  • When needed, conduct legal research into compliance-related questions, and identify when further guidance may be needed from outside legal counsel.

Minimum Requirements:

  • A Juris Doctor degree from an accredited university and active bar license in at least one U.S. jurisdiction. 
  • Five plus (5+) years of experience with a minimum of three (3) years of direct, hands-on experience in applying relevant federal, state, and local nonprofit compliance requirements in organizations with 501(c)(3) and 501(c)(4) structures.
  • Excellent interpersonal and relationship building skills with a strong ability to facilitate collaborative problem-solving to reach solutions.
  • Strong communications skills, including the following:
    • Ability to demonstrate sensitivity to and appreciation for diverse viewpoints, different communication styles, and diverse colleagues and collaborators.
    • Strong written, verbal, and listening skills. Ability to present expertise in a manner that is accessible and inclusive.
    • Ability to effectively manage expectations and follow through on commitments.
  • Strong project management skills with a high attention to detail; proven success in working across multiple partners and groups (internally and externally) leading significant and complex planning efforts.
  • Experience working in a fast paced, at times demanding, work environment to effectively synthesize, present, and follow through on critical matters with exceptional judgment and calm under pressure.
  • Ability to travel, on occasion, to All Voting’s DC office and for retreats or other organizational needs; may require evening and weekend working hours during critical and/or peak periods.

Desired Qualifications: 

  • Interest in and general knowledge of voting rights issues, elections, or civic engagement.
  • Experience with lobbying or campaign finance reporting. 
  • Experience working in a remote/distributed environment.
